URGENCY during emergencies

Is it tough too define what is an emergency? Sounds like a bad question. But friends I have been trying to understand this for a while.
  • Every day in the news channel one is seeing that Bird flu is taking form of an epidemic in West Bengal and women crying as they are parted with the chickens- the only source of their livelihood. In the print media one came across photographs suggesting that equipments from Delhi sent to address the issue is lying unused.
  • It took some 4 days to extinguish fire by force in a building in Kolkata.
  • It took few weeks to control the communal violence at Kandmal in Orissa
Interestingly, posters, slogans and rallys supporting Sourav Ganguly were ready even before BCCI one day selection board met.

Thousands of suicides by farmers never makes headline in this country but a fall in the sensex is forcing the finance minister to speak in Public fora. He is forced to take action within hours - literally doing things with the CNN IBN SPIRIT "whatever it takes".
Certainly easier choice for Mr. Chidamberam - livelihoods of millions vrs few Big Buisness houses.

Can we define emergency in this country really?
